Not the player, not the nearest official, not the commentators on TV, and not even the friends Ms. Green was watching the tournament with...all avid lifelong golfers. 

The fact that no one knew the ruling inspired Ms. Green to think, wow, there are only 34 rules to the game of golf, and even avid golfers don't know them. There must be some way to learn the rules in an easy and entertaining way.
